The visit was not disclosed in advance, underscoring the security risks surrounding senior-level travel to Ukraine amid the ongoing war.

Zelenskyy thanked Merz for the visit, describing him as «a leader of a country that consistently demonstrates leadership in protecting the lives of Ukrainians from Russian strikes.» He added: «We are grateful for all the support, and today we are preparing decisions to give us in Ukraine, and all of Europe, greater capabilities to defend ourselves. There will be important agreements between Ukraine and Germany. Russia must be stopped together.»

The German chancellor's arrival coincided with fresh Russian attacks on Kyiv. A drone struck the Northern Bridge, also known as the Pivnichnyi Bridge, on Saturday morning. Zelenskyy confirmed the strike in social media posts, noting that it involved an unmanned aerial vehicle. The bridge is a key piece of infrastructure in the capital.

Beyond the capital, Zelenskyy reported a drone attack on a pharmaceutical warehouse in Sumy that killed one person, as well as a strike on a communications facility in Dnipro. The attacks illustrate the continued reach of Russian operations across multiple Ukrainian regions even as diplomatic engagements take place.

Germany has been Ukraine's largest donor since the full-scale war began, providing more than €43.3 billion, or approximately $48.8 billion, in support along with equipment and weapons. Merz's visit is seen as a signal of continued German backing at a time when Kyiv is seeking to strengthen its air defences and long-range strike capabilities.

The timing of the visit, coming amid intensified Russian strikes on Ukrainian cities, highlights the dual track of diplomacy and military escalation that has defined the conflict. Moscow has vowed to retaliate for Ukrainian attacks, while Kyiv has signalled its intention to target Russian oil refineries and other strategic assets in response to bombardments of Ukrainian cities.

Ukrainian intelligence has reportedly gathered documentation indicating that Russian President Vladimir Putin has authorised a «new doctrine» to expand Russia's military strikes. The reported doctrine, if confirmed, would suggest a broadening of Russia's targeting strategy rather than a de-escalation.

Merz's unannounced trip follows a pattern of Western leaders visiting Kyiv to demonstrate solidarity, though such visits have often been kept secret until the arrival for security reasons. The German chancellor's presence in the capital on a day when air raid alerts and drone strikes were active underscores the volatile conditions under which Ukraine's allies are operating.

Zelenskyy's remarks about preparing «important agreements» with Germany suggest that the visit is expected to yield concrete outcomes, potentially in the areas of air defence, military aid, or bilateral security arrangements. The Ukrainian president has consistently called for faster deliveries of weapons systems and ammunition to counter Russian advances.

The strikes on the Northern Bridge and other targets also raise questions about the effectiveness of Ukraine's air defence network, which has been strained by repeated Russian missile and drone barrages. Kyiv has relied on Western-supplied systems to intercept incoming threats, but the volume of attacks has at times overwhelmed those defences.

As the visit proceeds, the focus will remain on what specific commitments Germany is prepared to make and how quickly they can be delivered. For Ukraine, the symbolic value of a high-profile visit during active strikes is significant, but the practical results will be measured in military capability and civilian protection.
